Born on April 19, 1983 in the city of Trostyanka, a citizen of Ukraine.

From 1990 to 2001, he studied at Trostyanets General Education School No. 2.

From 2001 to 2005, he studied at the Sumy National Agrarian University, after which he received the qualification of economist-organizer.

From February 15, 2006, he was hired as a specialist of the 1st category in matters of ensuring legality and law and order of the apparatus of the Trostyanets City Council.

From March 16, 2006, he was transferred to the position of specialist of the 1st category in the control of local taxes and fees of the Trostyanets City Council.

From November 18, 2015 to November 22, 2017, he worked as the head of the Department of Economic Development, Investment Attraction and International Activities of the Trostyanets City Council.

In 2010, he was elected a deputy of the Trostyanets City Council in the single-mandate majority electoral district No. 5. Elected secretary of the permanent commission on planning, budget, finance, entrepreneurship and trade.

In 2015, he was elected a deputy of the Trostyanets District Council. Elected secretary of the permanent commission of the Trostyanets district council on agro-industrial complex, social development of the village, land relations and environmental protection.

On November 22, 2017, at the 1st session of the 7th convocation of the Trostyanets City Council, he was approved by the deputy mayor for economic development, budget, investment attraction, trade, small and medium-sized enterprises, communal property management, legality and regulation of land relations.

18.11.2020 року на 1 сесії 8 скликання Тростянецької міської ради був затверджений заступником міського голови з питань економічного розвитку, бюджету, залучення інвестицій, торгівлі, малого та середнього підприємництва, управління комунальним майном, законності та регулювання земельних відносин.

From 2001 to 2007, he studied at the Kharkiv Polytechnic Institute at the Faculty of Business Management, majoring in economics and entrepreneurship, and qualified as an economist.

From 2007 to 2015, he worked as a specialist of the 1st category in matters of consumer rights protection, trade and entrepreneurship of the apparatus of the Trostyanets City Council.

From February to November 2015, he worked as a 1st category specialist in project management and international activities of the Trostyanets City Council.

From November 2015 to November 2017, he worked as the head of the department of urban planning, architecture, construction, communal services and improvement of the Trostyanets City Council.

On November 22, 2017, he was approved by the deputy mayor for regional development, project activities, international cooperation, urban planning, architecture, and state architectural and construction control.

From 2010 to 2015, he was a deputy of the Trostyanets City Council of the 6th convocation.

In 2015, he was elected a deputy of the Trostyanets District Council of the 7th convocation.

18 листопада 2020 року затверджений заступником міського голови з питань регіонального розвитку, проектної діяльності, міжнародного співробітництва, містобудування, архітектури, та державного архітектурно – будівельного контролю.

He is a member of the public formation for the protection of public order "Syla i Chest".

Wife, Sinyavina Iryna Ivanovna, born in 1985. She is on maternity leave.

Son, Sinyavin Mark Maksymovich, born in 2011.

Линник Людмила Володимирівна народилася  22 січня 1983 року у селі Кам’янка Тростянецького району Сумської області.

З 1989 по 2000 роки навчалася у ЗОШ села Кам’янка, здобула повну загальну середню освіту.

З 2000 по 2003 роки навчалася у Сумському національному аграрному університеті, здобула кваліфікацію молодшого спеціаліста в галузі «Правознавство».

З 2003 по 2007 роки навчалася в Харківському національному педагогічному університеті ім. Г.С. Сковороди та здобула кваліфікацію спеціаліста-юриста.

З 07.05.2004 року по 16.07.2004 року працювала листоношею у відділі поштового зв’язку СДУДППЗ «Укрпошта».

З 01.09.2004 року по 20.06.2005 року працювала на посаді економіста юриста в ТОВ АФ «Хлібороб».

З 15.02.2006 року по 30.12.2016 року працювала на посадах спеціаліста з правових питань, начальника відділу правового забезпечення у Тростянецькій міській раді.

З 03.01.2017 року по 10.01.2024 року працювала на посаді юриста в ТОВ «Видавнича група «АС»

З 15.01.2024 року призначена на посаду заступника міського голови з питань діяльності виконавчих органів Тростянецької міської ради рішенням сесії Тростянецької міської ради від 10.01.2024 року

Розлучена, має повнолітню доньку та сина.
